The Community Services Bureau operates several programs designed to help low-income people cope with the financial burden of high energy bills. These programs include the Low Income Home Energy Assistance Programs (LIHEAP) Housing and Energy Assistance and Weatherization programs, and the Department of Energy (DOE) Weatherization program.
The LIHEAP program provides financial assistance for energy bills for people whose income is below 100% of Federal Poverty guidelines. This includes immediate financial assistance with 48 hour shut-off notices, energy education, and budget counseling services. Households applying for DOE and LIHEAP may also receive free weatherization and energy reduction services for their homes. Weatherization includes the installation of insulation and other energy saving measures that will reduce the loss of energy from the home, thus reducing monthly energy bills.

You must complete an application for services with Contra Costa County Community Service Bureau.
CCC residents only may apply in this county, however there is a HEAP office in every county across California. Completed application packets can be mailed, faxed or dropped off at this office.
